Public money to renovate your bathroom: it exists, and hardly anyone claims it
There is a figure that at Bathscape we find almost absurd: according to the IDAE, in 2025 some 38% of the funds earmarked for residential energy-efficiency improvements went unspent. It was not that the money was not there. People simply did not apply. Whether through lack of awareness, bureaucratic fatigue or because nobody told them that renovating a bathroom also qualifies for these subsidies, millions of euros returned to the coffers without touching a single tap or light fitting.
Let us fix that. This guide covers every active grant in 2026 that you can take advantage of if your bathroom renovation includes energy-efficiency improvements. And spoiler: most modern renovations include them without you having to do anything special.
National programmes: IDAE and European funds
PREE 5000 programme
The Building Energy Rehabilitation Programme (PREE) is the main national subsidy line. Partially funded by the EU’s Next Generation funds, it covers energy-improvement works in existing buildings.
For the bathroom, eligible works include:
- Replacement of domestic hot water (DHW) systems with high-efficiency equipment or heat pumps
- Thermal insulation improvement in bathroom enclosures
- LED lighting installation with smart control systems
- Certified low-consumption fixtures (label A or above)
The subsidy ranges between 40% and 80% of the cost of the work, with a ceiling that depends on the type of improvement. For a single dwelling, the cap is around 3,000 € per measure. If your bathroom falls within an integral renovation of the dwelling, the cap rises to 6,300 €.
Residential rehabilitation aid programme
This programme, also managed through the Recovery Plan, targets homeowner associations but also includes individual dwellings. The key requirement: demonstrate a minimum 30% reduction in non-renewable primary energy consumption of the property.
A bathroom renovated with efficiency criteria can contribute significantly to that 30%, particularly if an old electric water heater is replaced with a high-efficiency unit or heat pump and low-consumption fixtures are installed.
Regional grants: the Generalitat Valenciana
Here in Valencia we have the advantage of regional funding lines that complement the national ones. The Generalitat Valenciana manages several calls through IVACE (Valencian Institute of Business Competitiveness) and the Housing Ministry.
Plan Renhata
Plan Renhata is the crown jewel of Valencian renovation grants. Historically it has covered accessibility and habitability works, but since 2024 it includes a specific line for energy efficiency in wet rooms (kitchens and bathrooms).
The 2026 amounts:
- Up to 3,000 € for replacement of plumbing and fixtures with efficient systems
- Up to 2,000 € for lighting and ventilation improvements with heat recovery
- Up to 1,500 € additional if the dwelling belongs to a household with income below 3 × IPREM
The application window usually opens between March and June. The 2026 call should be published in the DOGV in the coming months. We track it closely and notify our clients on the day it opens — because it is first come, first served, and these funds run out.
Municipal grants in Valencia city
Valencia City Council has maintained a line of rehabilitation subsidies in recent years for homes in neighbourhoods such as the Cabanyal, Russafa and the Old Town. If your home is in a zone with an active rehabilitation plan, grants can cover up to 50% of the work.
They are not exclusive to bathrooms, but as any Valencian knows, when a renovation is due, the bathroom is where you start.
Which bathroom improvements qualify for a grant
Not everything counts. Grants require that improvements are demonstrable and quantifiable. Here is what scores:
Low-consumption fixtures and fittings
- Taps with aerator or flow limiter: reduce consumption from 12 L/min to 5–6 L/min
- Dual-flush toilets (3/6 litres vs the old 9–12 litres)
- Thermostatic showers with flow limiter: eliminate waste during temperature adjustment
These items must carry water-efficiency certification. The WELL (Water Efficiency Labelling) label from the European Bathroom Forum is the reference.
Energy-efficient LED lighting
Replacing halogens or fluorescents with LED not only saves energy (up to 80% less consumption) but can be documented with a simple invoice and the luminaire’s technical data sheet. If you also add presence sensors, the saving rises to 85–90%.
Electric underfloor heating replacing a radiator
This is a particular case that many overlook: if you remove a bathroom radiator and replace it with low-consumption electric underfloor heating, you are improving the efficiency of the heating system. Underfloor heating operates at a lower temperature and heats more uniformly.
Ventilation with heat recovery
Modern extractors with heat-recovery units capture up to 80–90% of the energy from the expelled air and transfer it to the incoming air. In a bathroom, where ventilation is mandatory, this can mean a 25–30% reduction in the space’s climate-control energy demand.
Thermal insulation
If the bathroom has an exterior wall, improving its insulation (interior lining with mineral wool or XPS) counts as an energy improvement. It is not the most common bathroom renovation work, but in older buildings in the Ensanche or Benimaclet it can make the difference between an E and a D energy certificate.
How to apply for the grants: step by step
Step 1: Obtain the energy certificate BEFORE the work
You need an energy performance certificate for the dwelling prior to the renovation. It costs between 80 and 150 € and is issued by a qualified architect or engineer. Without this document, you cannot demonstrate improvement. It sounds like pointless bureaucracy, but it is the foundation of everything. If you have already renovated without obtaining one, it is too late for this grant line.
Step 2: Request quotes with an efficiency breakdown
The renovation quote must clearly itemise which materials and equipment carry efficiency certification. At Bathscape we do this by default on every quote — each line item indicates its energy rating. Step 3: Submit the application within the deadline
Calls have specific deadlines. National ones are typically open continuously until funds are exhausted. Regional ones (Renhata, IVACE) open in defined time windows. Municipal ones are the most limited.
Typical documentation:
- Applicant’s DNI/NIE
- Title deed or rental contract (with owner’s authorisation)
- Energy certificate prior to the work
- Detailed quote or invoice
- Technical report on the improvements (your renovation company should provide this)
- Building permit or responsible declaration
Step 4: Complete the work and document everything
Take before-and-after photos. Keep every invoice. Have the installer provide the technical data sheets of the installed equipment in writing.
Step 5: Obtain the energy certificate AFTER the work
With the new certificate in hand, the difference between the two is your proof of improvement. If you went from an E to a D, or from a D to a C, you have a solid case.
Step 6: Submit the justification
Within the deadline specified by the call (typically 3–6 months after the resolution), submit the invoices, certificates and documentation that prove the work was completed.

Our recommendation: do not wait for the call to open before preparing your documents. Have the energy certificate ready, the detailed quote prepared and all personal documentation in order. When the window opens, submit in the first few days. Experience shows that regional funds are exhausted within weeks.
Can multiple grants be combined?
Yes, with nuances. National and regional grants are usually compatible as long as the total sum does not exceed 100% of the cost of the work. In practice, combining PREE with Renhata can cover between 50% and 70% of the efficiency improvements in your renovation.
Municipal grants have their own compatibility rules. Check the specific call.
What you cannot do: submit the same invoice to two different programmes. Each programme must cover different line items or complementary percentages of the same item.

Here is our unfiltered view: the Spanish grant system is good in concept but mediocre in execution. The deadlines are confusing, the documentation excessive and the resolution slow. Many clients find it discouraging, and we understand.

Frequently asked questions
Can I apply for a grant if the renovation is already finished?
It depends. If you have the energy certificate from before the work and the detailed invoices, some calls allow works already completed within the same fiscal year. But the general rule is to apply BEFORE starting. Check each call.
Is the renovation VAT included in the eligible base?
Generally, yes. The eligible base is usually the total cost including VAT, unless the applicant can deduct VAT (the case for freelancers or companies). For private individuals, VAT is part of the expense.
What happens if I am not awarded the grant?
Nothing. There is no penalty. You simply do not receive the aid. If you have already completed the work, you paid for it yourself and that is that. This is why we recommend never planning a renovation counting on the grant as guaranteed. Consider it a welcome bonus.
How long does it take for the money to arrive once approved?
Between 2 and 8 months from the favourable resolution. National ones tend to be slower. Regional and municipal ones usually pay within 2–4 months. Patience.
